The new european plastics manufacturers association, Plastics Europe (www.plastics-europe.org), feels that a wider use of specific recycling targets are counterproductive for the decoupling of economic growth from negative environmental impacts. The usefulness of recycling targets depends on the individual material. Therefore an effective monitoring and the measurement of progress will be difficult, if not impossible, and add unproductive costs to the economy. Further it could lead to environmentally unfavourable material choices for products as a consequence of an undue focus on the end-of-life phase. It favours recycling over energy recovery even when such options are environmentally comparable, which in turn could result in unnecessary costs and it is not readily compatible with the concept of producer responsibility. |
